The ministry of Industry and Trade has just issued Circular 01/2017/TT-BCT stipulating the application of tariff quotas on imports of raw tobacco and poultry eggs originating from member countries of the Eurasian Economic Union in 2017, 2018 and 2019.
Accordingly, import tariff quotas are applied to raw tobacco and poultry eggs originating from member countries of the Eurasian Economic Union under the Vietnam-Eurasian Economic Union Free Trade Agreement.
The circular clearly states that for poultry eggs, the import tariff quota in 2017 is 8,400 dozen; in 2018, it was 8,820 dozen and in 2019, it was 9,261 dozen.
For tobacco materials, the import tariff quota amount in 2017, 2018 and 2019 is 500 tons per year.
Imported goods must have a certificate of Origin issued by the competent authority of the member countries of the Eurasian Economic Union (abbreviated as C/O form EAV).
Particularly for raw tobacco, Vietnamese traders have a license to import raw tobacco according to tariff quota issued by the Ministry of Industry and Trade in accordance with the provisions of Circular No. 04/2014/TT-BCT of the Ministry of Industry and Trade detailing the implementation of a number of articles of the Government’s Decree No. 187/2013/ND-CP detailing the implementation of the Commercial Law regarding international goods purchase and sale activities and buying and selling agency activities, processing and transiting goods with foreign countries permitted to import (direct import or import entrustment), the quantity of imported goods shall be deducted from the import tariff quota according to the permit granted by the Ministry of Industry and Trade.
Import tax rates within the tariff quota and out of quota for raw tobacco and poultry eggs imported from member countries of the Eurasian Economic Union shall comply with the Government’s regulations.
This Circular takes effect from March 14, 2017 to the end of December 31, 2019.
